Adoption of the Minutes RECOMMENDATION: THAT the Regular Council Meeting Minutes of August 10, 2026 be adopted. 4.a August 10, 2026 Regular Meeting Minutes 1. Correspondence for Information RECOMMENDATION: THAT Council accept items a. to c. as correspondence for information. 5.a City of Prince George Requesting Support for the Northern and Rural Homeowners Grant 1. Correspondence re Rural Homeowners Grant - BC.pdf RECOMMENDATION: WHEREAS the Government of British Columbia provides a Homeowner Grant to reduce the amount of property tax paid on a principal residence, with the current regular grant set at $570 for properties in the Capital, Metro Vancouver, and Fraser Valley Regional Districts, and $770 for all other areas of the province; and WHEREAS the Province has announced that, effective for the 2027 taxation year, it will repeal the additional $200 Northern and Rural Homeowner Benefit, a change that will disproportionately impact northern and rural communities whose residents already face higher living costs associated with transportation, longer supply chains, increased heating and cooling expenses, and more limited access to services than those typically experienced in southern urban centres; WHEREAS maintaining regional recognition within provincial programs is essential to supporting affordability, economic resilience, and fairness for northern and rural residents, and the loss of this benefit will further erode affordability in small northern communities; WHEREAS the North Central Local Government Association (NCLGA) has endorsed a resolution calling on the Province to maintain the Northern and Rural Homeowner Benefit, and the resolution has been forwarded to the Union of BC Municipalities (UBCM) for consideration at the 2026 UBCM Convention , where a strong and united voice from affected communities is encouraged; WHEREAS MLA Rosalyn Bird has expressed support for maintaining the benefit, and NCLGA is actively advocating to relevant provincial ministers in support of retaining the program; THEREFORE BE IT RESOLVED THAT Council formally supports the call for the Province of British Columbia to maintain the Northern and Rural Homeowner Benefit and urges the Province to recognize the unique affordability challenges faced by rural and northern communities.
