New and Unfinished Business 10.a Late Item - Memo to Council - Class A Approval for City Hall Accessibility Project THAT Council receive the updated Class A budget for the Greenwood City Hall front entrance restoration and accessibility ramp project, based on the July 09, 2026, contractor quotation. AND THAT Council approve the Class A project cost of $323,359.19, inclusive of the contractor’s detailed July 09, 2026, quotation and 20% General Contracting fee. AND FURTHER THAT Council further approve a 15% contingency in the amount of $48,503.88, due to anticipated structural uncertainties once façade and portico components are removed. AND FINALLY Council direct staff to incorporate the updated Class A budget and contingency into the 2026 Capital Plan. Tabled Council discussed how the Council had previous approved around $100,00.00 less than price now coming in. CAO Discussed that the Class C budget was presented for rough update budget. Class B Budget was presented at the last meeting and the City of Greenwood had full accuracy of the budget now needed for completion of the project. City is working with Contractor and plans have been made and certain items have been found at the front of the building and is now the refined budget is presented due to this items being found. pulling the structure to see what is under, etc. knowing the main building components. new distance and ramp were found to be needed and modified due to codes, etc. budget came in at higher but administration worked with Contractors to cut cost by using city fencing and scaffolding. City will be fully accessible and safety compliant. Council discussed, local contractor doing majority of work? CAO discussed Main Contractor is local but other contractor is from lower mainland. Federally designated building within Canada, the City does have to be careful. Council discussed why the sense of urgency in CAO Trumbley's email to the Mayor and Council today regarding late item 10. A. CAO discussed one month rotation on Council meetings and frost season coming, contractors timelines, approvals etc. if this doesn't get approved, this most likely will be City of Greenwood - Regular Council Meeting Agenda - August 10, 2026 pushed to a 2027 project. Council discussed deferring this item until the next council meeting to allow full mayor and council to be present and have more time to review the late addition materials. 11. City of Greenwood - Regular Council Meeting Agenda - August 10, 2026 CAO discussed that the City missed some early grants this year. How many bids did the City receive on this project? CAO discussed Sole Source was directed due to the Heritage status of building. resident asked if the City has been changed some many times why do we have to get back to the heritage look completely? Resident Doreen Mclean stated the cost for the front hall seems reasonable due to the ramp for the museum costing $150,000.00. Resident Tony Kost asked, if we do have the funds set aside for this already. Deferring to next month as a contractor you loose a big window to get it done. Could a Special meeting be called to discuss possibly next week? CAO discussed council procedures states if deferring means it can only go the next schedule council meeting not a special. Resident Theresa asked if the City looked at more local contractors for heritage like Kelowna to cut possibly more costs? did anyone look at other contractors? questions around will taxes keep going up for all these projects. Resident Nicole Drinkwater discussed having more answers given to the public around transparency and setting a meeting about the reasoning around the tax hike, etc. discussions around town hall in the future to discuss Tax increase. 14. Programs such as LGCAP provide flexible, predictable funding that allows communities of all sizes to plan, staff, and implement practical climate action initiatives that reduce greenhouse gas emissions, strengthen local resilience, and protect residents from the increasing impacts of extreme weather, wildfire, flooding, and heat. For small and rural communities like Slocan, stable climate action funding is especially important. Limited tax base and staff capacity can make it difficult to pursue competitive grant opportunities, complete required planning and reporting, or advance multi-year projects without a reliable funding foundation. LGCAP helps address these barriers by supporting locally appropriate actions and enabling communities to leverage additional funding where available. We share Saanich’s concern that allowing LGCAP funding to lapse would create uncertainty for local governments that are already planning future budgets, staffing, and climate resilience work. Many climate initiatives require long-term planning and sustained implementation. Since launching the FireSmart Home Assessment Program in 2022 in the Regional District of Kootenay Boundary (RDKB), the initiative has seen exceptional community support, helping homeowners better understand their property's wildfire risks and take practical steps to reduce them. The milestone reflects the growing commitment of residents across the region to protecting their homes, neighbourhoods and communities from the increasing threat of wildfire, said Grace McGregor, RDKB board chair. "This milestone represents far more than a number-it represents more than 1,000 households choosing to take action to better protect their homes, families and communities," she said. At the heart of the program is the RDKB's wildfire mitigation team, whose members return season after season to provide practical, property-specific advice that empowers residents to make meaningful changes around their homes. The success of the program is built on relationships, said Carlene Pires, RDKB regional FireSmart coordinator. "Our returning wildfire mitigation specialists are passionate about helping residents understand the simple actions that can make a real difference,” she said. “The trust they've built within our communities has been key to the program's success, and it's incredibly rewarding to see so many homeowners taking proactive steps to reduce wildfire risk around their properties." The program's success extends well beyond assessments. Since launching the residential FireSmart rebate program in 2024, the RDKB has approved 107 residential rebates, returning approximately $267,000 to homeowners to help offset the cost of completing recommended FireSmart mitigation work. The program's success has also been recognized through significant provincial investment. In 2025, the RDKB secured a record $1.18 million through the Union of B.C. Municipalities' Community Resiliency Investment (CRI) FireSmart Community Funding Program — the largest FireSmart grant allocation the regional district has received to date. THAT Council give Third Reading to Bylaw No. 1048, 2026 to amend the "Corporation of the City of Greenwood Official Community Plan Designation Bylaw No. 682, 1996" Schedule B Land Use Map. 2. THAT Council give Third Reading to Bylaw No. 1049, 2026 to amend the "City of Greenwood Zoning Bylaw No. 683, 1997" Schedule A Zoning Map. 3. Rationale: Council gave First Reading to Bylaw No. 1048, 2026 and Bylaw No. 1049, 2026 at its Regular Meeting held June 8, 2026 and directed the application to a period of public consultation. A Public Hearing was subsequently held on June 25, 2026 in accordance with the Local Government Act to provide persons who believed their interest in property may be affected by the proposed bylaws an opportunity to present their views to Council. Following the Public Hearing, Council considered a report summarizing the consultation process and submissions received and, at its Regular Meeting held July 13, 2026, granted Second Reading to Bylaw No. 1048, 2026 and Bylaw No. 1049, 2026. The proposed amendments would redesignate the subject property from its existing Official Community Plan designation and rezone the property from C2 – Highway Commercial to C1 – General Commercial. City of Greenwood - Regular Council Meeting Agenda - August 10, 2026 The proposed amendments are consistent with the City's objectives of encouraging commercial and mixed-use development within serviced areas of the community. The rezoning reflects existing development patterns in the area and provides greater flexibility for potential future commercial and residential uses. Staff have reviewed the application following Second Reading and are satisfied that the public consultation process has been completed in accordance with legislative requirements and that Council has received all information necessary to proceed with consideration of Third Reading and Adoption. Section 24.5 of the City of Greenwood Council Procedures Bylaw provides that Council may adopt a proposed Official Community Plan or Zoning Bylaw at the same meeting at which the plan or bylaw receives Third Reading. Accordingly, staff recommend that Council proceed with Third Reading and Adoption of Bylaw No. 1048, 2026 and Bylaw No. 1049, 2026. 2.
