The submitted chat message asks why monthly financial reports have been removed from agendas and why agenda/minute material no longer identifies who moved, seconded or opposed motions. ## Greenwood records checked
- City of Greenwood Council Meetings page says the interactive calendar lists upcoming meetings with direct links to agendas, minutes and related reports/bylaws, and says agendas are posted at least 24 hours in advance.
- The embedded eSCRIBE calendar is `https://pub-greenwood.escribemeetings.com//?FillWidth=1`.
- The Aug. 10, 2026 Regular Council Meeting agenda PDF (`DocumentId=831`) and agenda package PDF (`DocumentId=834`) were downloaded and text-extracted.
- The Aug. 10 agenda text did not contain `Financial`, `Cheque`, `Accounts`, or `Monthly` as agenda headings/terms in the agenda text extracted here.
- The Aug. 10 agenda package includes the July 13, 2026 minutes. Those minutes show motion numbers and “Carried,” but the extracted text did not show “Moved by,” “Seconded by,” “opposed,” or named votes for those motions.

## Law/guidance checked
- B.C. government guidance says transparency and fairness of meetings and elected-official decision-making are central to accountable government; provincial rules and local procedure bylaws govern how meetings are administered.
- Community Charter section 89 says council meetings must be open to the public except as provided.
- Community Charter section 97 says council-meeting minutes, other than closed-meeting minutes, must be available for public inspection.
- The accessible law/guidance reviewed here did not establish that every municipality must list movers/seconders/opposed votes in every published minute; that appears to be a procedure/recordkeeping transparency choice unless a local bylaw requires it.

## Comparison sample boundary
This was not a province-wide audit. Directly reachable portals checked from this environment included Greenwood eSCRIBE, Penticton eSCRIBE, Vernon eSCRIBE and Daajing Giids CivicWeb. Several guessed eSCRIBE subdomains for other municipalities did not resolve. The comparison supports the narrower finding that searchable agenda/minute portals and finance categories are common in the sample, but it does not prove how every B.C. city records motion details.
