Reservoir, water delivery system and road sequencing

What is the current status, timeline and funding plan for Greenwood’s water reservoir replacement and the water delivery system, including pipes, valves, leak detection and water-main repairs? Can candidates clarify whether road repairs are being sequenced behind underground pipe work, and whether any future grants for pipe or road work depend on completing the reservoir project first?

Source note: March 9, 2026 Committee of the Whole budget/asset-management materials list the Water Reservoir Project as ongoing; identify the potable water system as 17.5 km of pipe, one reservoir, five wells and 157 valves; list water quality/cross-contamination, leak detection and water main breaks as risks; and list Water Reservoir Replacement plus water main repairs after leak detection as major projects. Ledge has not yet verified the resident-supplied claim that road repairs or pipe grants are formally conditional on reservoir completion, so candidates are being asked to clarify that sequence.

Can candidates and current council clarify whether Anaconda’s water supply includes an older wooden pipe or other aging line, whether the City has considered or used HDPE sleeving/pull-through repair methods, whether any crossing of Highway 3 is involved, and what the cost/risk comparison is between proactive maintenance and waiting for a failure?

Tax pressure and small tax base: What is your plan to reduce or stabilize the tax burden on Greenwood’s small tax base while still maintaining roads, water, sewer, buildings and core services?
Controlled school-area crosswalk: What are your thoughts on pursuing a controlled crosswalk or other traffic-calming protection near the school, working with concerned parents, the school, the City, the Province, Ministry of Transportation/Highways or other agencies as needed?
Children and youth numbers: How many children and youth currently live in Greenwood, and what sources should the City use when making spending decisions about youth, recreation, parks, pool, school-area safety and family services?
Emergency derelict-building and asbestos concerns: When a derelict or damaged building creates urgent public concerns, including reported concerns about airborne asbestos or other hazards, what emergency-response process should the City use while court, enforcement, sale or recovery steps are still underway?
Industrial and commercial tax-base growth: What industries, employers or clean light-industrial uses should Greenwood try to attract, and what specific marketing or development steps would you support to expand the tax base beyond residential taxpayers?
City-owned lots and public-private options: What should Greenwood do with City-owned vacant lots or under-used properties? Would you support transparent sale, lease, mortgage-style purchase, public-private partnership or build-deadline models that return idle land to productive tax-generating use?
Hydro building sale funds: What was the final sale price of the former Hydro building, who purchased it, and where did the funds go? If the funds went into general revenue, what specific budget lines or projects benefited?
Union and staff contract negotiations: What role, if any, did current council members have in recent union or staff contract negotiations? What wage, benefit, staffing or cost increases were approved, and how should residents understand the long-term budget impact?
Downtown traffic, business incentives and marketing: Would you support lower downtown speed limits, child/pedestrian warning signage, business-license incentives for new businesses, Chamber membership incentives, and a City-supported marketing page for available retail/commercial space, accommodations and investment opportunities?

Questions may be shortened for email or in-person interviews, but all candidates/current officeholders will be asked substantially the same core questions.
