What Greenwood council controls — and what it does not

Council can influence or decide
- local taxes, budgets and spending priorities;
- water, sewer, roads and public-works planning;
- municipal bylaws and enforcement priorities;
- zoning, land use and development process within municipal powers;
- municipal facilities, parks, pool and recreation priorities;
- grant priorities and project communication;
- fire-service governance and emergency-readiness planning;
- economic-development priorities and public transparency standards.
Council does not directly control
- provincial highways and provincial wildfire decisions;
- federal or provincial taxes;
- health-care delivery;
- school-district decisions;
- private business decisions;
- the housing market generally;
- policing laws or court outcomes beyond local service arrangements.
Why this matters
Good candidate questions should be fair. Ledge will ask candidates about matters council can influence, and will label broader provincial or federal issues when they are outside direct municipal control.
